Snapeee

Snapeee App for iPhone
This application allows you to edit photos with filters, stamps, text, pens, etc for free.  It's also an online community.  When you finish creating your masterpiece, you can share it with the community, where people can rate it or comment on it.  It's like a mix between a Purikura Booth and Instagram.  And just like Instagram, the best thing about it, is that it's completely free.
When you first start the app, you are taken to the timeline.  This is where you can view your recent photo uploads, as well as the photos of anyone you are following.  You can keep track of your ratings and comments on this page.
The second icon is for categories.  The photos uploaded are divided into various categories for easier searching.  They even have some categories for contests.  You can win some fun items for uploading photos to a contest category, if it's selected as a winner.  Keep track of the "Hot Events" on this page.
Snapshot is the middle button.  This will load up your camera.  However, you can also choose a photo from your photos album if you would prefer to do so.  You can press the X button on the top corner to exit out.  It takes you to the last tab you had selected.
Notices will load up the recent comments and ratings you've had.  It will also inform you if anyone you know has uploaded anything recently.  This tab seems almost pointless, since you already have the timeline tab.  However, I suppose if your timeline moves especially fast, and you get many ratings and comments, this could be useful.
Settings!  One of the most important parts of any application.  From here you can find friends by syncing it to your other social network accounts.  You can view and edit your profile. You can view your followers or the people you follow.  You can change your privacy settings, or edit your palette.  I find palette editing to be handy.  You can browse any stamps and stickers you've downloaded.  You can also choose to make preset stamps that you don't care for to stop being visible.  it helps to make browsing through your stamps easier while decorating your photos.
As for decorating your photos, this program has a fairly large variety of stamps, frames, stickers and such.  Especially considering it's free.  You can also adjust brightness, contrast and filters on your photos.  You can view some of the process in the images below.  Remember that clicking the image will load a larger version.
